Being essentially a Shuttle, she doesn't need to much Electrical Power for the mission, she will essentially drop something for being constructed (and so the payload will have the needed supplies) or dock into something to deliver cargo and crew.
Four small Solar Panels will provide more than enough energy when at the sunny face of Kerbin, while a small battery keeps her running on the dark side. 2 Fuel Cells provide power if some situation demands some extra juice.
